Phase 1 and 2 Summary

The Statewide Mobility Management Project was initiated in December 2015 with the goal of improving travel options for residents and visitors of the state.


The Mobility Management Phase 1 project produced a comprehensive concept development report. The report identified regional centers across the state that were transportation destinations for medical services, shopping, and employment. During this phase market needs were analyzed and concepts were developed to fill gaps in service.


In Phase 2, the state was organized into six regions, and updated in 2023, based on the regional centers identified in Phase 1 (Panhandle, Southwest, North Central, South Central, Northeast, and Southeast). Statewide and Regional Coordinating Committees were established to identify additional gaps and needs. Focusing in each region, coordination strategies were developed based on leveraging existing service to improve access, creating system efficiencies to reduce redundant service and expanding transportation access to areas without service.


Completed Projects

  • Eustis to Gothenburg Transit Service - Completed November 2017

    November 2017


    In November 2017, RYDE Transit began offering a stop in Eustis. This strategy leverages an already existing RYDE Transit regional service from Lexington to Gothenburg via Farnam. Adding this stop not only improves mobility for Frontier County residents, it also increases the number of passengers per trip which in turn increases the economic benefit to Dawson County and generates more revenue at no additional cost to RYDE Transit. Prior to this, Frontier County had no public transit services.

  • Lexington to North Platte Transit Service - Completed October 2017

    In October 2017, RYDE Transit started a new inter-city public transit service between Lexington and North Platte. The service operates twice a month on the Highway 30 corridor in Dawson and Lincoln Counties with stops offered in Lexington, Cozad, Gothenburg, Brady, and Maxwell to pick up and drop off residents wanting to travel to North Platte.

  • Scottsbluff Flexible Route Transit Service - Completed January 2018

    In January 2018, Tri-City Roadrunner began operating a deviated fixed route north/south within Scottsbluff, Gering, and Terrytown. The routes are fixed, but can deviate from the route for curb‐to‐curb pickups and drop‐offs within three-fourths of a mile of the scheduled route. A ribbon cutting ceremony was held in Gering on January 10.


    Prior to this the only service available was through Scotts Bluff County Public Transport which provides demand response service in town and throughout Scotts Bluff County.

  • Southeast Regional Coordination Committee - Completed June 2018

    November 2017-June 2018


    The Southeast Regional Coordination Committee was a pilot program used to identify changes needed to the regional committee concept. The committee met five times between November 2017 and June 2018, named a Mobility Manager and created the Regional Coordination Committee Handbook.


    Coordination Committee

    Central to continued advancement of transit service coordination throughout Nebraska is an active group of providers and human services agencies working together to understand changing needs, identify opportunities, and implement changes to the current transit concept. The NDOT and the consultant team will be advancing the regional coordination committee concept by moving from a conceptual concept to a functional reality in the southeast region.


    The southeast RCC will help in identifying modifications needed to the conceptual overview of the Regional Committee concept required to have the committee be a valuable part of the coordination program. The southeast RCC will be holding four meetings over a period of six months and work toward creating a handbook for committee operation, including role of participants, meeting agendas, potential for involving organization/jurisdictions that presently do not provide/have service.

    Mobility Manager

    The NDOT and the consultant team is pleased to announce the implementation of the Mobility Manager of the southeast region of the state. Smita Sharma from SRF Consulting Group, Inc. held the position of SE Region Mobility Manager for a period of six months to introduce the concept of mobility manager in the state. The six-month pilot period helped the NDOT and the consultant team to draw meaningful insights into the workings of the position at a regional level.

  • Statewide Mobility Management Public Relations - Completed June 2022

    Deliverables


    Project Goals

    Continue development of Mobility Management Vision for Nebraska with specific goals and objectives for consistent messages for all levels of outreach from state elected officials to transit agencies to transit riders.


    Increase community awareness of Mobility Management program statewide.


    Incorporate in statewide vision – Mobility as a service in Nebraska.


    Project Description

    The local project team, the Statewide Mobility Manager, and NDOT will review Mobility Management goals from Phase 2 and update to reflect today’s vision and goals for the Transit Vision. A consistent message for Mobility Management will be developed and promoted throughout all projects across the state.


    Project Updates

    February 2021 – In addition to the video produced in the first half of 2021, more have come detailing the widespread success of the Technology Project. These videos will be utilized on the website, social media, and as a tool during conferences and public meetings.


    June 2020 – The Mobility Management team has created three videos to explain how mobility management projects will help their communities.

  • Tecumseh to Auburn Transit Service - Completed September 2017

    September 2017


    Johnson County Transit offers monthly regional trips to Nebraska City, Beatrice, and Lincoln, but identified an unmet transit need for service between Tecumseh to Auburn in Nemaha County that they could not meet. The Southeast Regional Coordination Committee initiated communication between Johnson County Transit and Blue Rivers Area Agency on Aging (BRAAA) to discuss the issue. As a result, BRAAA started a demand response service between Tecumseh and Auburn which not only improves mobility for Tecumseh residents but also increases economic activity in Auburn.

  • Tryon to North Platte Transit Service - Completed May 2017

    May 2017


    In May 2017, Hooker County Public Transportation expanded their demand response weekly transit service to North Platte by adding a stop in Tryon to pick up and drop off McPherson County residents. This strategy leverages existing public transportation because previously the route went through, but did not stop in Tryon.
